In Horizons, the Empire controls the land. However, the Empire will sell the rights to pieces of property to anyone with the ability to meet the conditions of sale. In most cases this is simply pay the Empire and the rights are yours. In some cases, it might be necessary for you to clear the land of hostile creatures such as the Undead or to go on a quest for the Empire.
Players in Horizons will be able to have one plot of land at a time. It will be possible to sell that plot and obtain another. You can sell your plot to other players or to the Empire (which will immediately put it back up for sale and give very poor payment). Plots come in many different sizes. As the Frontier is pushed back and more of the world is explored, new plots will become available. The discovery of new land will be a continual occurrence in Horizons.
Once you’ve acquired a plot, you can build or have built as many structures that both fit on the property and don’t violate the community laws. You can experiment with any or all of the available structures until you’ve laid out the property exactly as you prefer. Once you are satisfied, you indicate your desire to build those structures that you’ve laid out. All structures have a cost in resources of various types that must be used in the construction of the structure. The owner of the plot can either use the necessary resources (assuming they have the necessary skills) or they can assign coins to the structure that will automatically be paid to the crafter that applies the resources. This allows the owner to be off adventuring (or be busy doing real-life things) and have their structures being built without needing to be present to manage the process.
